Check the sticker on the driver's side doorsill. It shows the proper tire size for your model Solara (four and six cylinder offer slightly different sizes) along with the manufacturer's suggested pressure. The figure is also in your owner's manual. If yours is the 6 cylinder the recommended pressures are going to be 32/32 cold.
If you make major pressure changes be sure you reset the low pressure warning system. Details are in your manual.

On a 4 cylinder, 2007 Toyota Solara. it is on the right side of the engine, just to the left of the frame. It is underneath the air conditioner pump.

The best air pressure, for your 1999 Toyota, is dependent upon the type and manufacturer of the tire. The best air pressure will be the recommended air pressure by the tire manufacturer.

Answer: You don't. Cabin air filters were introduced on the Solara in 2002. (According to local dealer.) If I am not mistaken, you access the cover by opening the hood and removing the A/C fresh air intake screen and reaching in the opening to unlatch a smaall access door.
The 1997 Toyota Avalon air conditioning low pressure switch can be found on the top of the air conditioning compressor. The low pressure switch will be labeled as the low pressure port.

Two of them actually. One (probably labeled heater or HTR) in the inside fuse box, the other under the hood in the junction box. It's 10a and labeled AC. The above information should be in your owners manual. Cheers
