The inspiration for the creation of the dystopian world in "The Hunger Games" was a combination of reality TV shows, war, and social inequality.
Reality TV is a related theme of The Hunger Games because the games are broadcast to all twelve districts 24/7. Even though the games are not scripted the Capitol can control environmental elements that can effect the actions of the tributes, much like reality TV nowadays.
Suzanne Collins said in an interview that she was watching TV one night and was flipping between the news and a reality show. The stories on the news were mostly about the war, and she wondered what a reality show about war would be like. Hence the Hunger Games (a reality show put on by the capital about children in a war)

There is no proof at all that The Hunger Games is in any way inspired by Roman Times although there are tons and tons of similarities between the two
The Hunger Games is about a reality TV show, where 2 representatives from each of the 12 districts (one boy and one girl) fight each other until death in an arena until one survives.
It most likely will be because since the beginning this series has been called the Hunger Games Trilogy, but it is still possible that there could be more in the series since authors change their minds frequently on how many books will be in their series.
