IQ is not supposed to depend on age, so a one year old toddler should, in theory, have the same IQ as they would have at age 10 or 20 or 50. IQ is calculated as

intellectual age/chronological age. The average toddler would, by defintion, have the same intellectual and chronological age - so they would have an IQ of 100. In practical terms though, children with very low IQ's often have other physical problems which lead to a higher mortality rate so that the practical average rises to somewhat above 100 - perhaps 105 - among children who survive to become one year old toddlers.

That said - testing IQ of normal toddlers is nearly impossible because they have not yet reached the point of communicating very well with adults and have very limited attention spans.
