I can't give you an exact age but it is starting to develop by about age ten and the most noticeable change comes at around age 14. For some it is a pretty dramatic change and for others it is barely noticeable.

It varies from boy to boy due to hormonal changes in puberty. The larynx (voicebox) stretches and causes high squeaks and low bellows during puberty as it changes to a deeper more permanent tone. This is normal which for some boys takes just a few quick weeks and for others it may take several months or longer. As long as your hormones are working correctly and all other changes happening from child to adult through puberty then you just need to be patient I'm afraid.
