Why utility bills shouldn't go up?

Obviously they should go up, and go up substantially.Electrical bills and fuel bills are based on fuel cost. This is a depleting resource and should cost more as it disappears. In addition the cost of global impact and pollution created by the extraction, processing and use of fuels is never factored in to present fuel related utility bills. Higher cost would reduce fuel use and subsequently pollution related problems.Water bills are generally so low as to be almost a free ride for consumers. The cost of water treatment is gong up as the supply of pure water is going down. The infrastructure for water transmission (pipes and such) is wearing out and must be repaired or replaced. All of these factors indicate that substantial increases in charges are required.
