I have a 2006 Altima and it is doing the same thing.
The thermostat on the Nissan Altima should be directly behind the alternator. This will be on the passenger side of the car and directly under a large heater hose.
You have to be more specific what kind of actuator. The Nissan's have many different actuators: door lock, heater box, etc.
Poor circulation from a restricted/plugged heater core. Try flushing it.
you may have a bad thermostat,replace and see.
The heater core is under the passenger side of the dashboard inside of the housing that holds and covers most of the A/C an Heating system components. IT is NOT easy to change.
