On Aug,9 1876 the Secretary of the Navy bestowed an honor on the U.S. Marine Corps referred to as "First of Foot and Right of Line". This means that U.S. Marines take the place of honor in any Naval formation. As a result of this, the Department of Defense allows the U.S. Marine Corps to go in the senior position to the U.S. Navy. The order of march is spelled out in AR-600-25. Discussion concerning the dates of organization for the U.S. Navy and the U.S. Marine Corps as a determining factor for seniority in service are invalid. The U.S. Navy is older than the U.S. Marine Corps based on initial organization dates. Both were later disbanded and reactivated by order of the Second Continental Congress. Both services claim this first date as their service's birthday.

The Marine Corps is not senior to the Navy, nor is the Navy senior to the Marine Corps. The USMC is a branch of the US Military under the jurisdiction of the Navy. Basically, the Marines conduct landing operations on coastal areas, working WITH the Navy, who mainly stays on the ships and in the air. If however the question regards parade marching position, then yes, the Marine Corps does take precedence by tradition over the Navy.

It is a recriprocal commissioning, one of theirs for one of ours. If you really want to be a Marine Officer via the service academy route the thing to do is to go to The US Naval Academy and opt for the Corps during your senior year.
