Certaintly the best maker,for the money...is....CZ esp the CZ 452 ZKM 16" Varmint model....for the money!! Just remember to upgrade the factory trigger to an aftermarket one like, timney, ( not needed on a 453) and you got a sweet, sweet little rifle...
Yes,there are better, but the difference just doesn't justify the extra cost, unless your going into serious competition...

I think the .17HMR would be a better choice all around, I have both and the 17HMR is better by far. The .22 bullet travels about 900'-1300' FPS and the .17HMR travels at 2200'- 2500 FEET PER SECOND.
Get an owner's manual from the maker. It may not be user adjustable. It might take a gun smith or factory trained armorer to do it.
