It's entirely up to your own personal preference- everyone has a different favourite, usually several according to different criteria (i.e. the scariest, the most moving, the most exciting, and so on). No one episode is regarded as the definitive 'best', in addition to which some of the stories run into two or even three episodes rather than being 'stand-alone'.
It is generally agreed that 'The Talons of Weng Chi'ang', made in early 1977 with Tom Baker as the fourth Doctor, is one of the scariest ever made, but there have been others almost as frightening. My own personal favourite episode was the stand-alone 'Gridlock', made in 2006 during David Tennant's first season as The Doctor, but everyone will have their own individual preference.
