Ludwig and Sonor both are good brands to start out with. These can be purchased through local music distributors or through online sites such as amazon and ebay. A used set would probably be the cheapest.
Each drum company has high-end kits. There is no 'best' one, but rather a rich choice of variations, one or more of which may suit your taste. The better kits, of course, cost a LOT.
