There isn't really a best actually. It all depends on what you want your horse to do...jump, race, dressage, ECT. Then the breed made for that sport will end up being the BEST. Here is a chart I made up, on breeds, and things they are good at.
Quarter Horse: Barrel Racing, Pole bending, short distance racing, and an all around riding horse. (Also, good for roundups, cattle rustling, and anything western.) This breed is strong and hardy which makes it good for walking distances and riding, making sharp turns and an all around good competetor. They have a good dispotition and are good for keeping as pets or for training.
Throughoubred: Racing, sometimes even barrel racing, Dressage, ECT. This breed is bred for speed which makes it good for anything fast. they also have alot of stamina so you'll have to keep it busy and well worked out. They are also sort of high strung which calls for a well trained hand hand. You can also use them for riding purposes, and they do very well.
Appaloosa: These horses are easygoing and awesome for riding, barrel racing, western sports, and jumping. They are naturally althetic and easily trained. (Depending on the particular horse's temparment) They are also quiet and docile, making a good freind and companion.
Arabian: The Arabian is a hardy horse with the ability to go for long rides over rugged terrain. they also make wonderful riding and competitive horses in dressage and sometimes jumping...They are good for show, being one of the most beautiful horse breeds and can run distances at great speed. They have lots of stamina and are easy to please and fun to ride.
Fresian: This is a beautiful horse, with an easy going attitude and a beautiful natural gait and proud look. They make wonderful riding horses and dressage competitors. They are very strong with a natural grace about them, awesome for show and just all around riding.
Morgan: This graceful breed is especially good in English riding and dressage. They are wonderful in harness racing or leasiure riding. They have a wonderful temparment with a natural grace and poise.
Palomino: A wonderful ride or western show horse, the palomino is a beautiful horse. they have been used in trail, jumping, leasire riding, and showing. Always a showy looking breed, that capturews poeples attention with their sweetness and beauty.
These are only a few of the hundreds of breeds, from the Azteca to the Kabardin. You can find information on breeds in the library or internet. Even look in the paper for breeders. You can find a whole bunch of breeds online too.

There is no "best" breed of horse. Different horses are good at different things. Quarter horses are best at racing short distances, Thoroughbreds are best at racing longer distances, Arabians are best at endurance, and Standardbreds are the best harness racers. No horse is the "best" breed. You have to see what's right for what you want to do with them. Also, don't pick a horse because of its breeding/lineage. Its the heart that counts! : )
