This all really depends on what kind of discipline you are working in. I'm 14 years old and I've only just bought my first pony 2 months ago. I'm really into jumping and fast work, but I love to be in control of the beast that I ride as I get so nervous when I'm riding.
After A LOT of searching, we settled for a 14.2hh show jumping pony, around 11 years old. She's a brilliant mare who has taken her previous owner to nationals and championships, and is a bullet on the track, but has the best of her days behind her, and is ready to brig me on gently. (although she still has a cheeky spark in her!)
I kinda thought of my dream horse, and then threw in a fault or two.
If you're like me, you want to be challenged, but then again, feel comfort too.
Try to find something that is good on the ground and in the stable, but is quirky and spicy to ride.

It depends on the horse and the teen. If the horse is needs an experienced rider then a teen with much experience will feel at home on that particular horse. Reguardless of age, experience and temperment (horse and rider both) are what's important.
