I say use the master ball on raquaza because its lv70 and you can use it to beat the elite four much, much faster. After you beat the elite four, go to the weather institue and talk to the guy who gave you a castform. he will talk about a route that is either raining heavily or a place that has a big heat wave. Go to the place where the heat wave is and you'll find a entreance to the terra cave, where groundon is hiding. I say use raquaza on groundon because groundon can use solarbeam and is lv70.
