I say go for one that doesn't use irritants. Peppermint, Cinnamon, Menthol, and cayenne are all used in cheaper brands to make your lips swell up temporarily. My friend had a really bad reaction to one and had a nasty rash on her mouth for like a week!
Look for one that has Hyaluronic Acid or Peptides. Those ingredients plump by moisturizing your lips and stimulating collagen and elastin production. City lips is a really good brand that has been around for awhile and I know they have both of those ingredients along with a few other.
