What you attack should be based mainly on your combat level. Try to attack creatures that are a bit over half your combat level. That way, the creatures will continue attacking you (if you choose an aggresive type) - as soon as you kill one, the next one starts to attack you. If the combat level of the creatures you attack is too high, you will need more food.

Depends on your combat level
Try training it on lower level monsters using small spells first then as you get your magic level higher use higher spells. To train combat (including magic combat) quickly, take a lot of good food, and go attack some monster that is just over half your combat level. That way, the monsters will be aggressive - as soon as you kill one monster, the next one will attack you (not all monsters are aggresive, though). This makes combat faster.

The Summoning level, by itself, does not influence combat level. However, when you train Summoning, you'll also gain some other combat experience - usually Attack or Strength - and that influences your combat level.
Level 27 minotaurs in stronghold, or level 28 hobgoblins.
At level 64, I suggest going to the Stronghold of Security and train on Flesh Crawlers and Zombies by turning your auto-retaliate on. You can also stick with Moss Giants. This is only if you're Free-to-Play. There are different methods not listed here for paying players.
