A fish can vary: if it's a bowl fish, then you'll have to make sure not to dump too much food, or else it'll die in under a day. You also have to periodically clean the bowl, which means using a net to take it out of the bowl, and put it in a temporary container (cup or cereal bowl), and then take the gravel etc. out, washing, putting all the stuff back in, refilling the water, and then treating the water (usually a drop or two of some substance). If it's a tank fish, then you need to get a large tank, which will usually have some automated cleaning system, and you will need a bubblator to give enough oxygen. You will still need to watch the portion sizes of the fish.

In conclusion, the pets I recommend for a youngster would be either a cat, or a fish TANK, not a fish bowl. These are likely the lowest maintenance animals one can have, although the fish tank may be pricey. Personally, I recommend the cat, because if and when the kid kills a fish, it's really quite depressing. When the cat dies, he will hopefully have matured enough to deal with it.
