No, it's actually silver plate. The original pattern was created in 1881, probably by one of the many Rogers labels. Today the patterns are re-created by Oneida and International Silver. I have a set of this silverware marked "1881 Rogers A1" and unraveled the history after a lot of research. My particular pattern is called "Scotia" and was made in 1915, but I obviously thought it was from 1881. If there is a "sterling" mark on the silver, you have sterling.However, most of the Rogers pieces are silver plate. If there is an "IS" marking, check International Silver for the pattern.
If it is sterling it will be imprinted on the piece. Otherwise it is silver plate. Most Rogers Brothers is silver plate.
Wm Rogers Reinforced Plate AA IS on flatware is a code for the maker and the type of silver used. Wm Rogers is the maker. Reinforced plate means that it is not 100% silver, but a silver plated metal. The AA and IS are codes for where it was manufactured.
If the bowl is stamped "sterling," it is genuine sterling silver, not silver plate.

The hallmark (eagle)WmRogers(star) was in use between 1827 & 1841, The 433 is I'm guessing after much research a catalog or style number. I happen to have the creamer and sugar bowl in exactly that pattern 433. 99.999% of wm rogers silver is plated it would have to be an exceptional piece to be worth very much. I do know that it's plated copper as the plate on the set I have is starting to go I think it looks better copper personally.

Rogers never issued siverware sets in silver. Once in a while you might find a set in silver plate, but no silver sets. The value is whatever you might get for it.
I have the same set...it is silverplated.
It means International Standard of silver plating thus identifying your piece as silver plate vs. silver
