It all depends on what features you need, you might as well be interested in Zoho Projects, Central Dekstop, Collabnet. We've tried all of the major players, but decided with Comindwork, because of the large set of available features. Hope this helps!

Apart from Comindwork, i also think DeskAway - http://www.deskaway.com is also extremely useful. It has all the features and full email integration + total export and import facilities. Invoicing is coming soon along with mobile integration etc. We've all the others - players are coming up with all sorts of things for example Wrike, AciveCollab etc but i think DeskAway is the most suitable for an organisation like yours.

You have to know your needs first before selecting the software. Most online PM tools out there are very similar (they differ only when it comes to pricing and support), so it's not a hard choice to make a decision feature wise.
