Honestly, the best spec for leveling up a priest (in World of Warcraft) would have to be shadow for DPS, and doing good damage in raiding and what not. Holy, of course is for healing, and solo questing, not good for two people quests. And discipline is good for very nice damage and heals. IT is also good for instant casts, like the last talent, penance.
So, if I were you ,look above to see which one you would like to be for healing, solo questing, raids, or instant casts.
Hope this helps. =]
(I hav a priest on Exodar, and Alerria, The one on Exodar is alliance, and the one on Alerria, is Horde, both of their names are Namioka. Whisper me if you need any help.

It depends on how you play, there are pvp builds for all 3 of them as well as raiding builds for all 3 of them. If you have a spec that you like you should go to a website that shows you the best rotation for that spec for raiding or pvp and which stats you should have and what stats you shouldn't have.
Most Warcraft players would agree that an Arcane/Fire hybrid spec provides the highest sustainable DPS for the mage class, making it the best specification for raids.
For raiding and instances, or groups in general where there is a tank, i would say marksman. survival tree is kinda for pvp, and the BM tree is for leveling. at least that is how it was explained to me
Frost is the best spec to survive moreso i will choose frost :D
Discipline is the traditional PvP spec and doubles well for leveling due to their survivability. Shadow is the traditional DpS spec and also can do well for leveling. Holy is good for healing and provides some good low tier benefits for leveling builds.
As any spec priest, fade makes you "fadeaway" from the aggro of the mob you are attacking by dropping your aggro. It is used in groups when the priest heals or does too much damage, so that the tank can get aggro again.
Depends on what you want to do. There are different specs depending on the situation (ie raiding, PVP, Soloing and dailies). This link has a listing of various rogue builds: http://www.wowwiki.com/Rogue_builds
