The 'best' is relative, based on the user's wants, needs, and what they expect from that pistol. The most popular ones I've sold from my own shop are the Ruger Mk.II/III, the Walther P22, and the Sig-Sauer Mosquito. Feedback on all three of those models has been positive, as far as 'general usage' .22 pistols go. They may not be ideal for niche/specialty applications.
