That is entirely a matter of opinion- and you would have to define best for what purpose in order ot get an opinion. While there are beautiful presentation grade shotguns made by several companies, that might not be the choice of a wapon for a police officer. A lovely pump shotgun may not be suited for skeet.
It will depend on what you are hunting and which brand of shell your shotgun patterns best.
