shrimp are caught using nets. Shrimp eat very small things like plankton so there is no real way to use a bait to actually catch them.
Whiting will eat shrimp. In fact, a small strip of peeled shrimp is the best bait to use when catching whiting.
I think either live shrimp, gold spoons, or floaters are good for them.

They are about $10 and require two D batteries to work. If you do not have access to live bait I would suggest using dead shrimp or squid. Live bait works best but dead bait is better than no bait.

Generally no it is not the best bait. Trout and carp both will take corn as bait but bait needs to be specific to the fish you are trying to catch.
