Try using a product called the Amodex Ink and Stain remover. It is a cream solution and works on all Inks including permanent markers. Amodex also removes stains from fabrics and surfaces, including leather and upholstered items.

One of the best methods I have found is hairspray. If the garment hasn't been washed it will be easier to get out. I spray directly on the ink and rub. Keep repeating until it is removed. Then wash with a stain remover.
Hair spray. Just spray it on, you will see the ink start to separate repeat if necessary then rinse with like warm water. This may not work as well if the item has been washed and dried.

To remove ink from a shirt, first dab the stain with a clean cloth or paper towel to absorb excess ink. Then apply a stain remover or a mixture of equal parts vinegar and water to the stain, and launder the shirt as usual. Repeat the process if necessary before drying.
