No one tire is best for everyone, that is why they make so many kinds. You have to decide what is important to you considering how and where you drive. A tire that gets excellent traction probably does not wear so well. Tires that do great on a dry road may not be the best on a wet road. Tires that do well on snow and ice tend to be noisy and wear quickly. Do be sure to replace your tires with the same size that came on your car and replace all four at the same time.

That all depends on what kind of conditions you will be driving in. Snow/Ice, highway or rough roads, dirt roads you get the picture. Depending on that, then I would just ask a local tire place for a suggestion all things considered.

I looked up tire size for a 2013 standard Outback 215-70/16. Answer clearly is "no". You cannot put 17" tires on 16" rims. The Outback Premium uses 225-60/17. If you put the smaller tires with the 55 aspect ratio your speedometer will read higher than your actual speed. If I read between the lines and you are asking for tire diameter comparisons, it would be necessary for you to share the size currently on your car. OR
They can but changing tire size will change speedometer readings and the way your car handles. You also must have all four the same size. There is a link to a tire size calculator in related links.
