I paint boats for a living, and for me, nothing beats AWLGRIP 2000 topcoat over AWLGRIP 545 epoxy undercoat. It's a bit expensive, but long lasting, great to apply, and can be easily repaired and polished.

Who controls access to the topside of a moored submarine?

The topside watch will be charged with the comings and goings on the topside of the submarine (called a boat by those who sail on them) when the boat is tied to a pier or tender. There may be an officer of the deck there on some occasions, but when the boat is lying along side a tender or the dock of a submarine or naval base, security is such that the topside watch will be the lone crew member on the deck.

What are the best local stores that supply boat paint?

A large marine supply retailer is the best source of boat paint. If the shop doesn't have a full line of the paint, it should be able to show you color chips and place an order. Some home improvement stores carry marine paint as well. Your question does not include a location, so it is not possible to direct you to local resources.
