I own 2 Dysons and my son owns a Dyson - all different models. I have to sweep after vacuuming with my Dysons to pick up all the Florida sand...then vacuum that up. Dyson is definitely not the the best vacuum to pick up sand - you can feel the sand grit under your bare feet every time after vacuuming.
Shark vacuums can be very good for picking up pet hair and dander.
Hand-picking them would take too long so the best thing to do is use a vacuum/hoover or use a dustpan and brush or a broom.
Wind forms sand dunes by picking up dry sediments and accumulating them over time to create over time.
You can tell that your vacuum cleaner needs to be replaced when it quits working properly. Signs of that include the belt quits turning or the vacuum quits picking up dirt.

To best clean up dust from a table, a small hand-held vacuum may be easiest for smaller messes. For larger messes a shop-vac would accommodate you a lot better. Numerous brands will be available at your local hardware store.

For carpet I love the Dyson DC39, but with the amount of dogs I have, the tubes, filters, and all parts of the vacuum get dirty and are unusable after a year or so. I go through a lot of vacuums, and I think the DC39 is the best vacuum for pet hair. It works really well at picking up dog hair after I use a broom.
Since HEPA is a certification, they'll all work equally well at a minimum level. Try Dyson, their pet vacuums supposedly work very well.
There isn't a single best vacuum. There are many top of the line vacuums available, which one is best is up to the consumer. Some of the best rated vacuum's include the Kenmore Intuition 31100 and the Hoover WindTunnel T series Rewind.
