Fish are cold blooded animals and rely on the temperature of the water for their heat. There are some fish (Tuna) that are reported to have a method of heating their bodies above ambient temperature by extreme exertion.
The fins of the fish can keep them warm in the cold sea.

Depends on type of tank you wish to keep, rather more aggressive or community, higher PH or lower, cold or warm, completely fresh or brackish, etc. Your best would be to choose a type of fish you like the best, then research which fish can be with that fish.
TONS... and the other fish in the tank like to eat the eggs so is you want them to hatch then put them in another tank and keep the water warm.
They do not HAVE to be warm. I keep mine under a light built into the lid to keep him warm. It is nice to keep your fish warm. It is very pleasant in winter. I would suggest a warmer.

That all depends on how warm the area is where you wish to keep the tank. If the tank will need a heater/thermostat unit then that would be the main physical limiting factor. The unit must go completely under water. I would remind you however that the smaller the tank the harder it is to keep fish in it successfully. The basic rule for keeping fish is 1 gal (4.25ltrs) of water is needed for 1" (2.5cm) of fish.
Usually there is a heater that warms the tank on purpose.
