Chalkboard paint (both green and black) are usually oil base. If you want to remove a drip that happened when you were applying the paint, use a cotton swab dampened with mineral spirits if the drip is fresh (has not dried yet). If it has dried then sanding is your best choice.
However, if this is a finish that has been in place for some time, then the best thing to do is lightly sand the entire surface, paying special attention to the edges where the chalkboard paint may sit proud (raised slightly above the surface it is painted on). Apply a good quality oil based primer, allow this to dry completely, then top-caot the entire wall with your choice of colour, finish and base paint. *Note: it is possible to paint a latex top-coat over an oil based primer.
You can get kid's washable paint stains off of your latex walls by rubbing the stain in a circular motion with a damp sponge and a mild dish soap. Wipe clean with a damp cloth. If the stain still persists, apply a small amount of rubbing alcohol to a cotton ball and rub gently. Wipe away any residue using a clean, damp cloth.
Try hand scraping and electic sanders with 80 grit paper for the humps and lumps and when the wall is smooth again paint it with 123 primer, then sand with 400 sandpaper until it is totally clean and smooth to the touch. Repaint it to your color or move out before the owner shows up.
If the white paint is well-bonded to the surface, and the red is very fresh, a lot of times you can use a sharp razor blade to peel the red paint off the white. If the red is stuck on there, I would use a sanding block to remove as much red paint as I could without damaging much of the white paint, then put a coat of white paint over the area. Next time, get a newspaper and tape it to the white walls to protect the building.
You can try using denatured alcohol if it was latex paint. But it is probably cheaper and easier to just replace the vinyl cove base.

You paint walls first and skirting and baseboard are best painted after or even outside if it's good weather.
It's very likely easier and cheaper to re-paint them.

Use a citrus based stripper that will cling to the wall and allow it to work overnight. However, an easier option would be to paint directly over the exterior paint with a good quality interior latex paint.
