well in my opinion you should raise it to level 60+ because any pokemon could be at that level and zoroa always copys the last pokemon in your party (bottom right). so you should have a fighting type in the back so they might use a psycic type attack because it is super effective against fighting but does no affect to dark and zouroa's a dark type. but when hit by an attack it's illusion wears off. so at level 60+ it can copy any pokemon with out worrying for pokemon experts thinking the levels suspitious like my friends brother jacob would like copying a bravary at level 32 braiverys evolve at level 54 it failed agenst him hes to smart

Or you can wait for the zoroark event to come out, and get him wifi. But the way I got mine was I put a Simipour in the GTS and asked for a zoroark. I went on a couple days later and someone gave me a lvl 90 zoroark for my lvl 20 Simipour. Lol, best trade I ever made.
