Depends very much on how you use the Operating System. If you use the computer for gaming then Windows 8 is the best for it. If you use it for general business work then Linux should be looked into but Windows 7 is the best of the Windows systems for general business work. If you work in IT or Computer Engineering then Gentoo, FreeBSD or UNIX would be the best.
You cannot use windows software on mac computers unless you are using virtual machines.

Any of them can be used. Windows XP or Windows 7 is recommended. Mainly for driver compatibilities.
Linux Mint is the best distro in my opinion because it is easy to use and you can use any desktop environment for it, but really what distribution you use is up to your needs if you have certain needs you might need a different distro. As for Windows I do not really use windows on any home machines because of viruses and other security problems, but the best release of windows in my opinion is Windows XP because it can still run on older hardware, and it will give new hardware a boost.
I would recommend a Windows computer, not a Mac. This is because most people prefer Windows. Secondly, if you use Windows XP, use Professional. If Windows 7, use Professional. Windows 7 would be the best choice. Also, use Intel processors since they are surprisingly fast.
