from level 1 to 10ordanairy tree from level 10to30oak tree found near bank in draynor if you want xp then do from 30 to 60 cut willow but if you are wanting money cut oak till 60 because oak always sells for more than willow then from 60 ( I think ) to 99 cut yew ( I am sure about all the levels except yew if its not 60 its 80 but I am pretty sure its 60)

It all comes down to the amount of xp you gain. At a certain amount of xp you will get a nest, so the best tree/woodcutting thing to do is ivy to get birds nests, as it gives you 332.5xp per cut, however this is only fast a higher levels so a lower level tree will get you more xp (and more nests) because you are cutting faster and gaining more xp an hour.
From level 15 - 30 ( Using oak tree's to get to Willow Tree's ) you will need - 10,952 XP = 293 oak logs. From level 30 - 60 ( Using Willow Tree's to get to Yew Tree's ) you will need - 260,379 XP = 3,858 Willow Logs. best place to cut is around the draynor village jail.

willows are the best xp for a non member they have about 65 xp per log but i sagest to cut eucalyptys since they are faster to cut than yews and give a addionall 165xp the only known place to cut these are west of oO'glog which is surrand'd by wolves and ogres!!
You get exactly 187.5 xp per steel platebody in runescape which is probably the best way to raise smithing cost wise
