To be honest, Slovakia was the poorest side. Before 1900's Slovakia and the Czech Republic were known as Czechoslovakia, in 1993 they decided to split up. Czech Republic took most of the land, the money and the fame. Slovakia and the Czech made the Skoda car together but the Czech rep. took the fame, untill Slovakia offered a fair amount of money to be part of the Skoda fame. if you look at a map really closely, you will see that Slovakia has the smallest part of land, and ofcourse, the Czech have the largest. So, technically, to answer the question you asked, you have to find the evidence and decide yourself. Sorry if this answer didn't really help.

The Czech Republic suggested that Rwanda should split in half (the Hutu in one side and the Tutsi in the other). They suggested this because they had done this themselves earlier in 1993 when they "divorced" Slovakia (used to be Czechoslovakia, remember? :) ). The Czech Republic was furious that the countries in the Security Council were not responding quickly to the issue and were dilly-dallying there time. It was unacceptable to the new country.
