No, it is a device for setting torque.
A torque wrench is not required to remove the bearing. It is required to apply the correct loading to a nut or bolt when assembling. Because the fixture may have been in place for some time a greater force may be needed for removal, because of corrosion or dirt, than the original torque setting applied.

A torque wrench is like a regular wrench - but with an indicator added. This indicator will tell you when you have tightened the nut/bolt to a certain degree, either by clicking or by a dial showing a certain value. You get the required torque setting from a manual or maintenance handbook.

Put the wrench to it's highest setting and "break" it or cycle it 6 times. We have a plate welded to a steel beam that has a socket welded to the plate for the use of cycling our torque wrenches. Make sure it is stored in its lowest setting. :)
