( # 27 ) is a 15 amp fuse for the cigarette lighter in a 1997 Mercury Mystique ( under the dash )
The 1999 Mercury Mystique OBD 2 port is under driver side dash next to hood release
check under the truck, under the car behind the fuel tank, it's on the evap tank, take off the black cover under the trunk,
under the left side dash and under hood by battery
under the dash behind glove box
If you're talking about the OBD-II data port for engine diagnostics, it is mounted in place just under the dash to the left of the steering column. It is surrounded by a rectangular plastic 'sleeve'.
The resistor is located on the duct work under the dash. Sitting in the passenger seat facing forward it is to the left of the blower motor mounted on the duct work firewall.

The oil filter on a 1998 Mercury Mystique is changed by lifting the vehicle up on ramps, placing a drain pan under the filter, and unscrewing it. A new filter is then put in place and torqued down.
It's on the fuse panel under the right side of the dash.
Mine on the 98 is a belt. It is behind the serpentine belt under covers on the front of the engine.
