There isn't a key for the braille in game, however if you still have the Pokemon Emerald game book there is a braille key in the back. Failing this you could Google 'Braille key' or something similar and it will show you what each letter corresponds to on Pokemon.

Braille is a language used to allow the blind to read by running their fingers over a series of bumps. This language is used in Pokemon Ruby and Sapphire in the form of secret messages on cave walls. The braille messages contain instructions on unlocking the legendary Regis - Regirock, Registeel and Regice. The messages say things like "Dig here" and "First comes Wailord last comes Relicanth". In the Island Cave (route 105):

A braille reader does not exist in Pokemon Ruby or any Pokemon game with braille used as a puzzle. Translating the braille for yourself is very simple if you print off a braille alphabet sheet.
The Braille reads: "DIVE"
