There isn't a key for the braille in game, however if you still have the Pokemon Emerald game book there is a braille key in the back. Failing this you could Google 'Braille key' or something similar and it will show you what each letter corresponds to on Pokemon.

Braille is a language used to allow the blind to read by running their fingers over a series of bumps. This language is used in Pokemon Ruby and Sapphire in the form of secret messages on cave walls. The braille messages contain instructions on unlocking the legendary Regis - Regirock, Registeel and Regice. The messages say things like "Dig here" and "First comes Wailord last comes Relicanth". You should have gotten a braille translation chart with your game, but if you lost it/bought your game second hand, or something, you can view a chart here: http://www.happychild.org.uk/supercoolzone/pokemon/rubysapphire/index.htm I suggest you do that, but if you're too lazy to translate, there's a guide here. http://au.faqs.ign.com/articles/695/695285p1.html
In the Island Cave (route 105):
