Parking Brake Cable
Cable is rusted, bent, or hanging for some reason. Could also be the parking brake needs adjustment. The brake is not fully releasing.
Check underneath the manual control there shoul be a Allen or hex key head set screw that should remove the cable and lever from the panel.

What type of vehicle?? It's probably the anti-lock brake (ABS) sensor cable (black) that is hanging down as there usually aren't "cables" on the front of a car.
