If by "new nether land" you mean the former Dutch colony of New Netherland, yes. The first Jews arrived in New Amsterdam in 1654. New Amsterdam was the capital of the colony and was on the south end of Manhattan island, now the heart of New York City. Most of the new arrivals were refugees from Recife, Brazil, a former Dutch colony that had just been conquered by Portugal. Governor Peter Stuyvesant objected to Jewish settlement, but he was overruled by the Dutch West India Company.
