The "Cartel" referrers to many organizations that smuggle drugs across the USA/Mexico border. There are many small Cartels but the most major Cartels are Los zetas, the Sinaloa, the Tijuana, Knights Templar, Arellano, Cartel Pacifica, and the Acapulco, Cartels.
The Mexican drug trafficking started in the 1980s, in the city of Guadalajara on western Mexico. The first known cartel was therefore, the Guadalajara Cartel, founded by Miguel Angel Felix Gallardo. After several years of operations, Gallardo convened with other regional drug lords to split Mexico into territories or plazas, thus the Juarez Cartel, the Gulf Cartel, the Sinaloa Cartel (led by El Chapo) and the Tijuana Cartel were born.
The Sinaloa Mexican cartel publicly due to all of the murders and rivalries going on in Mexico. Norte del Valle Cartel controls almost 80% of the market but remain low profile since they have almost no competition at their level of distribution in Colombia. If the Medellin Cartel and Cali Cartel existed now they would be the most powerful crime organizations in the world.

The Cali Cartel is said to be the most dominant Cartel EDIT-- The Cali Cartel is almost non-existent now and virtually died off in the late 1980s. At the moment I would say Norte del Valle Cartel.
