The Catch All category are the questions that violate the Answers.com Terms of Use. They are protected questions on the site which contains several alternates that all share a common attribute - it doesn't belong on Answers.com
When you trash a question it is recategorized into one of the catch-all categories. This way when a user asks the question again it won't be let loose on the site again. Instead the user will receive a protected answer educating them about our guidelines.

How do you move a question out of the catch-all category?
There are only a few users who are capable of properly recategorizing a question out of the catch-all category. If you see a question that is in the catch-all category -- whether it's due to accidental categorization or splitting an alternate from a catch-all -- not to worry. The questions in the catch-all category are reviewed regularly and frequently; should there be question(s) that don't belong, they will be removed in due time.
How can an SPA move an unanswerable or inappropriate alternate into Catch-All?
Only into The General Catch-All Questions Category.
Where are all of the inflammatory questions located?
Questions that may be asked again are placed into the Catch-All Category and merged into a Catch-All Question, or placed in a Supervisor-only Category for deletion at a later point.
