When people are blinded by damage or disease of the eye or optic nerve, the visual center of the brain does not receive any signals. Nonetheless, it is there, and active. It is believed that it continues to send signals to the cognitive portion of the brain, which interprets them according to previous experiences.

yup, but only if they weren't born blind and had several years of sight prior to the blindness.
