No, that has nothing to do with idle speed.
An engine usually has a higher idle speed when the ac is running. If the high speed idle does not operate then the ac will cause the engine to stall.
It is behind the thermostat housing on the nose of the engine block. It is in line from right to left with the oil filler cap. There may be another air valve associated with the steering pump but it is not the "idle" air control valve (IACV).

Idle speed is not adjustable. It is controlled by the engine copmuter. If your idle speed is too high or low you have a problem with a sensor or the idle air controll actuator. Also, a weak battery can cause the idle too be erratic
