Step by step on; How to verify without telling your chain of command that you looked it up on wikipedia.............
1. Marines.mil
2. Click on orders/Directives
3. Keyword (in our case "uniform")
4. Click on the current Uniform Order, which at this point in time is MCO P1020.34G W/ changes 1-5 (when reviewing an order always check is validity in perspective to the last written and outdated order)
5. Ctrl+F this will bring up the find tool
6. Within this tool type a keyword of a subject you seek within the order; i.e. "tanker jacket"
7. Press "next" on the tool, usually a couple times, skimming through the text until you find the appropriate context regarding your question.
8. This is the answer that i found following the above steps...
>CH 5 (2) Tanker jacket and sweater with epaulettes: insignia will be worn
on each shoulder strap, single point inboard, and placed so that it is
equidistant from the front and rear edges of the shoulder straps with the
lowest point of the insignia's outer edge 3/4 inch from the armhole seam.
Collar grade insignia will not be worn on the collar of the shirt when the
sweater with epaulettes is worn. ALMAR 059/01
9. HOLY SH+T DEVIL DOG!!!! Thats wild.... now you have a verbatim excuse taken directly from a Marine Corps Order that you can use to defend yourself when someone tells you that your squared away uniform is out of "regs"
10. Knowledge is power. Understanding how to use the f*ckin internet just makes knowledge easy.
MCO 1020.34G has the proper order of precedence.

The placement of specific patches on a USMC military uniform may vary depending on the individual's rank, unit, and the specific regulations in place. However, generally speaking, patches such as the U.S. Marine Corps emblem (Eagle, Globe, and Anchor) are typically worn on the upper left chest, while unit patches and skill badges may be worn on the sleeves or shoulders. The exact placement and configuration should be in accordance with Marine Corps Uniform Regulations.
Centered on the sleeve, four inches below the shoulder seam. Marine Corps Order P1020.34F, the Marine Corps uniform regulation, is available at http://www.tecom.usmc.mil/mcub/library/MCUR/URTOC.htm.
Because of tradition. When the Marines we aboard the ship they would take off their jacket, and being on the deck all the time caused their pants to fade, but their jacket didn't. Actually. The reason the coat is a darker color is because they would wade into swamps during marches, then out, then back in. The water only came up to about their waist, so it would fade much quicker than the jacket which remained out of the water.
The USMC does not have its own cabinet level secretary, but receives guidance from the SECNAV.
