yes you can but you have to finish the whole national dex but there's two other ways the first other one is to use action replay to get all the Pokemon in the national dex the second other way is use action replay but if you know the code set it as catch all starters
Here are the conditions to get the johto starters: You cannot switch out during battle or switch the two Pokemon your using ever, you can't have them faint and you must use the two throughout the whole Mt Battle.
The only way is to trade with someone who has one of the other starters and can trade with firered. I know that leafgreen can and so can another firered

No that's actually a very good thing because the starters are excluding legendaries the rarest Pokemon to get because you can only get them at the start of the game.
Finish mt battle only using two Pokemon never switching out or stopping you can save but you can't stop.
