There's no such thing. It's not just a matter of the temperature, but of the length and degree of exposure.

People can go out skiing all day in temperatures below freezing, but you're unlikely to survive even an hour of being in water at, say, 50 degrees Fahrenheit.

The lowest temperature really depends on the type of clothing the human is wearing, the level of hunger they are experiencing, and sorry if this is offensive, but if they have "extra layers". A human could probably live in 20 degrees Fahrenheit at the lowest with some padded clothing, but there would have to be no wind chill. They would also need some good housing (and igloo or a very insulated hut) to be able to survive.

The coldest temperatures that human's can endure would be as cold as it can possibly get if they were properly dressed for those conditions. At the South Pole in 1983 a record low of -128.6F was set and i will bet that on that day that someone who was 100% covered up did go outisde for a brief few moments. No one would ever be able to function outside in temps like that but up here in Canada i have heard of people working outside in -75F weather with machinery.
