The problem is un-disinfected drinking water is a serious health hazard and chlorination is the cheapest way to eliminate the harmful "bugs." Unfortunately, it is chlorination that produces trihalomethanes when meets up with bacteria. Non trih... forming methods of disinfection of drinking water are extremely costly.

So . . . it's the old choice: lesser of two evils.
