Normally HTML is used to design a web page. For various styles and design, CSS are used. This is for static web page where the content will be inside the page itself. java script, flash action script and ajax are used for rich internet application.

It is mainly for formatting the look of your page. It does not make your page actually do anything. To do that, you need an actual programming language and then integrate it with HTML.
