The concept of the Internet was developed during the Cold War. It was meant as a way for scientists and other "important" people to be able to connect and communicate using high-speed lines, no matter where they were.
i'm not sure,I don't know much about the cold war, but the greeks had an ancient version of the internet where they sent birds to different places with messages. And no, this wasn't like post offices. Sorry that's the best I got.

Considering the internet was developed by the government in the experimental division known as DARPA (Defense Advanced Research Projects Agency), it was expected to be primarily used for military purposes. Specifically, it would allow for communication in the case a nuclear attack knocked out the existing communication network.
Total War is when a military uses all of their forces which include air force, forces attacking on water and soldiers attacking on land. Its significance to ww1 is that this is were the concept total war was developed.
