The VC might be construed to be the offspring of the Viet Minh; the VM were communist Vietnamese (or at least backed by communists), and the VC were communists living in South Vietnam...so there very well might be an ancestral connection between those two organizations.

However, don't confuse either of those two military forces with the NVA. As the VM existed before there was a North Vietnam; and the VC were from South Vietnam. And secondly, neither the VM nor the VC were regular army units from an established country (such as North Vietnam).
