You wouldn't be allowed to this because of copyright. The minecraft copyright states "Do not distribute". So making a minecraft.jar file with those mods installed would be breaking the copyright.

It got removed due to a copyright claim by the Minecraft people. So you're outta luck :-/ You can either play the PC version or play the app version which is only $6.99 and worth every penny :)! The issue is that third parties (i.e. Minecraft users/players) have created miniature golf courses in game, making them available usually with the name Putt Putt Craft. Putt Putt naturally doesn't like having its name associated with something it has no control over. All that would need to happen is for users to call their courses Mini Golf Craft or something, and everyone would be happy.
