There is a high pressure fuel line under the throttle body that carries fuel to the cold start injector. There is a black pipe that feeds idle air to the same spot to insure the cold start injector gets a good mixture.
50 : 1 is the correct fuel mixture
Older (pre computer) cars have a mechanical choke to richen the mixture for cold starting. Cold engines need a fuel rich mixture. Later model cars do this by shooting addition fuel into the engine on a cold start. That signal is sent electronically to the injectors by the computer.

check the cold start valve is working and not stuck usually take it out and use carb cleaner to clean it of all the carbon that builds up failing that the fuel mixture is incorrect. if its too lean theres not enough fuel to richen the mixture to aid a cold start, if its too rich it "chokes" the engine both these can lead to poor cold start and running but i would start with the cold fuel valve (solenoid)
Typically this is caused by a lean fuel mixture caused by either the timing or jetting in the carb is too small. Start by checking your initial timing. If it's correct I'd start checking the fuel mixture.
40:1 is a good mixture.
